If it’s in the form of ice, yes! If it’s liquid, then no. There’s a property in science called “surface tension” which is a measure of how much force you need to push something through the surface of a liquid and underneath into the bulk, and the surface tension of water isn’t high enough to support the weight of a human. You can add chemicals into liquids to increase their surface tension, but I’m not sure what you’d need to add for it to be possible to walk on water.
